You can displaying a legal notice at system start up.
heres How to do it "
Start -->RUN ---> REGEDIT
Then traverse the registry
[HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\policies\system]
then Edit these
"LegalNoticeCaption"="Enter your notice caption "
"LegalNoticeText"="Enter your legal notice text "
